Verse 12 is found in chapter 26 of Numbers. After the plague, God commands a new census of the community. The enumeration by tribes identifies the new generation that will receive the land. The implicit comparison with the first census shows the effect of the wilderness events: the previous adult generation has largely disappeared and another generation now occupies its place in the project of entering Canaan.
