Verse 28 is found in chapter 32 of Numbers. Moses formalizes the agreement, and families of Manasseh are later incorporated into the occupation of various cities east of the Jordan. The section shows how the Transjordan territory becomes part of Israel’s inheritance under specific conditions. It also reinforces the principle that conquest and territorial distribution require military participation and fulfillment of communal commitments.
