Verse 12 is found in chapter 8 of Proverbs. Wisdom declares that she possesses prudence and knowledge and defines her relationship with government: by her kings reign and rulers administer justice. This does not mean that every particular government is just, but that legitimate authority requires moral discernment. Wisdom is also presented as more valuable than riches and possessions because her fruit consists in rightly directing life.
