Verse 14 is found in chapter 17 of Revelation. The angel interprets part of the mystery of the woman and the beast carrying her. The seven heads are associated with seven mountains and seven kings, while the ten horns represent ten kings who receive authority for one hour together with the beast. Historical interpretations of these symbols have varied, so the text should be distinguished from any automatic contemporary identification. The central narrative point is that the powers allied with the beast will ultimately wage war against the Lamb, but the Lamb will conquer because he is Lord of lords and King of kings.
