Verse 16 is found in chapter 17 of Revelation. The waters on which the prostitute sits are interpreted as peoples, multitudes, nations, and languages. The ten horns and the beast, which previously supported the woman, ultimately hate her, leave her desolate, and burn her. The reversal is deliberate: the coalition of evil contains self-destructive forces within itself. The angel concludes by identifying the woman with the great city that reigns over the kings of the earth.
