So Samuel called unto the LORD; and the LORD sent thunder and rain that day: and all the people greatly feared the LORD and Samuel.

Verse 18 is found in chapter 12 of 1 Samuel. Samuel invokes a sign through thunder and rain to confirm that the request for a king was a serious matter. The people acknowledge their sin and fear that they have added another evil to their previous transgressions. Samuel nevertheless assures them that they must not turn away from the Lord and that he will continue interceding for them. The declaration that God will not abandon his people for the sake of his great name combines judgment and grace: divine faithfulness sustains Israel, but does not eliminate the responsibility to obey.
