Verse 9 is found in chapter 12 of 1 Samuel. Samuel reviews the history from Egypt to the request for a king and points out that Israel repeatedly abandoned the Lord and ended up under oppression. When they cried out, God raised deliverers. Now the people have a king, but the fundamental condition remains: both king and people must obey the voice of the Lord. The passage establishes a theology of monarchy subordinated to the covenant. Political authority does not replace religious obedience.
