Verse 21 is found in chapter 6 of 1 Samuel. Some inhabitants of Beth-shemesh look inside the ark and receive judgment for treating irreverently what represented God’s holy presence. The people respond with fear and recognition of the seriousness of approaching divine holiness without proper reverence. The episode corrects a superficial reading of the preceding events: the ark’s return does not mean it can be handled freely. God’s holiness demands reverence from both Israel and its enemies.
