Verse 14 is found in chapter 7 of 1 Samuel. The Philistines are subdued during Samuel’s time, and the recovered cities return to Israelite control. Samuel functions as judge while traveling among different towns and administering justice. The chapter presents national renewal under prophetic leadership before the demand for a king. Samuel demonstrates that Israel’s government can remain directly subject to the Lord, although the people will soon request a monarchy like that of the surrounding nations.
