Verse 21 is found in chapter 9 of 1 Samuel. Saul and his servant meet Samuel, producing their first encounter. Samuel has already received revelation concerning Saul’s arrival, while Saul still interprets the situation from a limited perspective. Saul is surprised that Samuel treats him with honor because he considers his family insignificant within Israel. The scene prepares the later tension between appearance, divine choice, and character. The future king begins as someone who is not deliberately seeking power.
