Verse 3 is found in chapter 23 of 2 Kings. Josiah gathers the people and publicly reads the Book of the Law. He then establishes a covenant before the Lord to walk according to his commandments. The reform here takes on a communal and covenantal dimension. It is not merely a series of administrative decisions by the king: the people hear the word and participate in a formal renewal of their commitment to God. The scene restores the role of the law as the norm for the entire community. The temple, king, and people are united around the written word.
