Verse 2 is found in chapter 5 of 2 Samuel. The tribes of Israel come to David and recognize three reasons for his authority: they belong to the same people, David had already led Israel’s forces, and above all, the Lord had declared that he would be shepherd and ruler over Israel. The anointing at Hebron now formalizes his reign over all Israel. The language of shepherd introduces an important theological dimension: ruling does not consist merely of exercising power, but of caring for the people who belong to God.
