Verse 2 is found in chapter 15 of Deuteronomy. The year of remission commands the release of debts among Israelites. Its purpose is to prevent poverty from becoming a permanent condition within the people. The law recognizes that needy people will always exist, but requires active generosity and forbids closing one’s hand out of fear that the year of remission is approaching.
