Verse 15 is found in chapter 2 of Deuteronomy. Moses recalls the long journey through the territories of Edom, Moab, and Ammon. Israel is instructed not to attack these peoples because God has assigned them their own lands. The account distinguishes between the land promised to Israel and other territories that God has also distributed among different peoples. Israel’s conquest, therefore, is not presented as authorization to occupy every territory indiscriminately.
