Verse 28 is found in chapter 9 of Deuteronomy. Moses describes his intercession after the sin of the golden calf. He fasted, prostrated himself, and pleaded that God not destroy the people, appealing to the promise made to the patriarchs and to the honor of God’s name among the nations. The scene presents intercession as mediation within the covenant and shows that Israel’s survival depends on divine mercy.
