Verse 17 is found in chapter 2 of Habakkuk. The image of making one’s neighbor drunk functions as a denunciation of the humiliation and exploitation of other peoples. The oppressor will be forced to drink from the cup of judgment. Violence against another’s dignity ultimately returns upon the one who practices it.
