Verse 8 is found in chapter 11 of Hosea. The language shifts abruptly from judgment to divine compassion. God asks how he could completely give up Ephraim and declares that his heart is moved within him. Admah and Zeboiim, cities associated with the destruction of Sodom and Gomorrah, serve as a contrast: Israel’s judgment will not simply end in annihilation. God’s holiness and compassion appear together without one eliminating the other.
