O Ephraim, what shall I do unto thee? O Judah, what shall I do unto thee? for your goodness is as a morning cloud, and as the early dew it goeth away.

Verse 4 is found in chapter 6 of Hosea. God responds that Ephraim and Judah’s faithfulness is like a morning cloud and dew that quickly disappears. Sacrifices cannot compensate for the absence of mercy and knowledge. The statement about desiring mercy and not sacrifice places proper worship within an ethical and covenant relationship. God does not reject legitimate worship itself, but worship offered without a life of faithfulness.
