The verse 18 is found in chapter 24 of Isaiah. Amid devastation, a song arises from the ends of the earth, but joy is mixed with terror. Yahweh reigns over earthly powers and celestial bodies, while the earth is shaken. The chapter concludes by showing that no power, earthly or celestial in poetic terms, can compete with divine sovereignty.
