The verse 35 is found in chapter 31 of Jeremiah. The new covenant promises an internalization of the law: God will write his instruction on the heart and his people will know him directly. Forgiveness of iniquity accompanies renewal. Jerusalem will be rebuilt and consecrated to Yahweh, so spiritual restoration and urban restoration appear united.
