The verse 14 is found in chapter 42 of Jeremiah. The survivors ask Jeremiah to consult Yahweh and promise to obey whatever answer is given. After ten days, God commands them to remain in the land and not fear Babylon, but warns that Egypt will not be a safe refuge. The tragedy is that the people ask for a word while already considering disobedience to it.
