Verse 63 is found in chapter 15 of Joshua. The final description of Judah includes cities in the hill country, wilderness, and other regions, concluding with the statement that the Jebusites living in Jerusalem were not expelled by the descendants of Judah. This detail introduces an important tension between assigned inheritance and effective occupation. Territorial possession therefore does not mean that every conflict has ended. The record prepares themes that will reappear during the period of the Judges.
