Neither did Zebulun drive out the inhabitants of Kitron, nor the inhabitants of Nahalol; but the Canaanites dwelt among them, and became tributaries.

Verse 30 is found in chapter 1 of Judges. Manasseh, Ephraim, Zebulun, Asher, Naphtali, and Dan also fail to completely drive out the local inhabitants. Some Canaanites are subjected to forced labor, while others remain in the land. The summary explains the situation that will dominate the rest of the book: Israel lives alongside peoples it was supposed to displace. This coexistence will become a constant source of conflicts over identity and faithfulness.
