Verse 7 is found in chapter 13 of Nehemiah. Eliashib, the priest in charge of the temple chambers, had prepared a room for Tobiah. Nehemiah regards this as a violation of the established order because a former adversary occupies a place intended for cultic provisions. Reform begins by physically cleansing the space and returning it to its religious function.
