Verse 13 is found in chapter 32 of Numbers. Reuben and Gad possess large quantities of livestock and observe that the lands of Jazer and Gilead are suitable for their animals. They request to settle there before crossing the Jordan. Moses initially interprets the request as a repetition of the spies’ failure because he fears these tribes will again discourage the rest of the people. The central concern is national solidarity during the conquest.
