Verse 3 is found in chapter 7 of Numbers. After the dedication of the altar, the tribal leaders present carts and oxen for transporting the tabernacle. However, the resources are distributed according to the specific responsibilities of each Levitical clan. The Kohathites receive no carts because they must carry the sacred objects on their shoulders. The distribution shows that even the logistics of worship are subject to divine instructions.
