Verse 21 is found in chapter 16 of 1 Kings. Israel is divided between the supporters of Tibni and those of Omri, but Omri eventually prevails. After establishing himself as king, he builds Samaria and makes it the capital. This decision will have enormous importance for the history of the northern kingdom. Samaria becomes Israel’s permanent political center and later a fundamental reference for distinguishing the identity of the northern kingdom.
