Now therefore, I pray thee, give pledges to my lord the king of Assyria, and I will deliver thee two thousand horses, if thou be able on thy part to set riders upon them.

Verse 23 is found in chapter 18 of 2 Kings. Sennacherib sends the Rabshakeh from Lachish to Jerusalem. His speech seeks to destroy the people’s confidence: he questions Judah’s military ability, ridicules trust in Egypt, and presents the Assyrian campaign as supported by God himself. The rhetoric is carefully constructed to make the inhabitants believe resistance is useless. The Rabshakeh even uses Israelite religious concepts to legitimize the invasion. The scene raises a central conflict: can an empire’s word conquer the people’s confidence before its armies conquer the city?
