And as Josiah turned himself, he spied the sepulchres that were there in the mount, and sent, and took the bones out of the sepulchres, and burned them upon the altar, and polluted it, according to the word of the LORD which the man of God proclaimed, who proclaimed these words.

Verse 16 is found in chapter 23 of 2 Kings. Josiah undertakes an extensive purge of idolatrous worship. He removes objects dedicated to Baal and Asherah, eliminates illegitimate priests, desecrates worship sites, and destroys the altar at Bethel associated with Jeroboam’s sin. He also confronts practices involving child sacrifice and other forms of worship introduced into Judah. The reform has an exceptional geographic and religious scope. The objective is not simply to improve existing worship, but to remove structures the narrator considers incompatible with exclusive worship of the Lord. The destruction of Bethel directly connects Josiah’s reform with the ancient history of the northern kingdom.
