Verse 15 is found in chapter 8 of 2 Samuel. David reigns over all Israel and administers justice and righteousness. The list of officials shows that the kingdom has moved from a period of military consolidation to a stable administrative structure. The biblical ideal of the king is linked here to public justice, not merely warfare. The organization of government prepares the contrast with later events, when problems within the royal household begin to affect the stability of the kingdom as well.
