When Mordecai perceived all that was done, Mordecai rent his clothes, and put on sackcloth with ashes, and went out into the midst of the city, and cried with a loud and a bitter cry;

The verse 1 is found in chapter 4 of Esther. When he learns of the decree, Mordecai puts on sackcloth, weeps, and fasts, while the Jews throughout the provinces do the same. The threat produces a collective response of mourning. Fasting expresses dependence and distress without the narrator explicitly introducing a prayer addressed to God.
