Verse 13 is found in chapter 7 of Hosea. Israel has turned away from the Lord and cries out in times of need, but does not do so with a sincere heart. They wail on their beds for grain and wine, but do not truly return to God. The prophet concludes that they are like a deceitful bow: they appear strong but lack faithfulness. Their leaders will fall because of the arrogant words they have spoken against God.
