Verse 12 is found in chapter 7 of Hosea. Ephraim is compared to a senseless dove that flies toward Egypt and Assyria seeking protection. Instead of returning to God, the kingdom alternately seeks foreign powers. The irony is that these political allies will eventually become instruments of discipline. Israel’s foreign policy is presented as a symptom of disordered spiritual trust.
