Verse 3 is found in chapter 14 of Joshua. The distribution of Canaan west of the Jordan formally begins among Eleazar, Joshua, and the tribal leaders. The distribution is carried out by lot, according to the command received by Moses. The lot expresses that the land is not assigned merely according to human preferences, but through a procedure understood as determined by God. Judah, Ephraim, and half of Manasseh had already received portions at earlier stages of the process.
