Verse 8 is found in chapter 16 of Joshua. The boundaries of Ephraim and its cities are detailed. The chapter ends with a significant observation: Ephraim did not drive out the Canaanites living in Gezer, but subjected them to forced labor. This situation reveals a difference between the command to occupy and its practical fulfillment. Coexistence with local populations becomes one of the causes of the tensions that the book of Judges later develops.
