Verse 3 is found in chapter 1 of Nehemiah. Nehemiah receives news in Susa about Jerusalem: the survivors are in great distress, and the wall remains broken down. The city represents the public vulnerability of the restored community. The narrative therefore begins not with a personal vision of greatness, but with a collective wound that provokes a response of responsibility.
