Verse 15 is found in chapter 10 of Hosea. Ephraim and Judah receive the image of working animals that could be used for a righteous task, but have instead depended on their own strength. The prophet urges them to sow righteousness and seek the Lord while there is time. The promised harvest corresponds to the conduct that is sown: seeking righteousness opens the possibility of mercy, while trusting in one’s own strength leads to disaster.
